AWS Elastic Beanstalk/Ruby on Rails back-end developer experience to redeploy existing project

Need a back-end developer with Ruby on Rails experience to update backend server for an MVP from a project from one year ago. Currently, the admin panel, website and associated iOS app that relies on this do not work as intended. While the codebase seems to be working fine, the issue most likely lies in the AWS Elastic Beanstalk configuration.
I’m looking for someone who can not only write clean, well documented code, but can explain what/why certain steps or decisions are made during the creation of new work or finding and fixing errors.
Specific tasks for this project include:
(1) Review backend server codebase (should be working fine)
(2) Check Route 53 DNS configurations to ensure proper routing for domain (GoDaddy) and hosting service (Hostinger)
(3) Check EC2 instances
(4) Check SSL/TLS certificates (I had them reissued so this should be working fine)
(5) Check Elastic Beanstalk environment (currently “degraded” due to attempt to update platform, but codebase may be using deprecated code).
While this should be a straightforward project with someone with strong AWS Elastic Beanstalk experience (possibly 1-2 hours max), there future work may also be needed to help update codebase for both the backend server, iOS mobile app API and website/landing page.
