Drag & Drop Icon Dropper for Application

What we are trying to acheive:

We are currently trying to acheive a site survey application/designer function.
We go to a site, walk around and require to survey the building.
We need a completed drawing and spec before leaving site.

Step 1: We need to draw out some building outlines. (Kind of like drawing squares in MS paint) (see Stage1.png) (Squares/Rectangles, Circles, Lines, Text Labels)

Step 2: We then need the ability too drag and drop icon sets (Intruder, CCTV, Fire, Networking, Other onto a drawing and position them roughly around the Stage 1 Drawing. (Icons should be supplied by us) would be great if icons are transparrent so no square blocks over the top. (Im wondering if the ability to have layers would be a good function i.e. Layout Design, Icon Sets & Text Layer )

Step 3: We then need an export function to a JPEG so that we can import it into Step 4.
If the application can also export a source file for further amendments that would be great but we could look at this as a function amendment down further down the line. Incase we need to reopen the drawing and add or subtract icons/text labels based on clients feedback.

Step 4: Import the drawing into the PDF (Supplied) for Saving/Submission, We then complete the text boxes on the right hand side for survey completion – We would then manually email this back to the office for e-filing.

It would be great as a secondary function if the the dragging and dropping of icons could have accompanying text labels. with a sum count.

A Third function could be a summary export i.e. the above info with the accompanying variables.

The application could either be a web application (HTML,JS,PHP,MYSQL) or a Windows program that we would use on Tablets/Laptops; it would also be great if we could future expand this to be able to draw on ipads with a stylus.

We are open to suggestions on what programming languages can be used.

We will provide the icon sets however there maybe a further job posting to design these for us but we will try to give as many sample icons as possible.
